Effective Tuesday September 26, 2006, the Transportation Security Administration (TSA)
will modify the total ban on liquids, gels and aerosols as carry-on items. Here are
the two changes:
1. Travelers will be allowed to carry on travel-size toiletries (3 ounces or less in
volume) that fit comfortably into one quart-size, clear plastic, zip-top bag through
security checkpoints.
At the checkpoint, travelers will be asked to remove this zip-top bag of toiletries and
place it in a bin or on the conveyor belt. X-raying separately will allow TSA security
officers to more easily examine the items.
2. Travelers will also be able to bring other items including beverages purchased in the
secure area after clearing security on board the aircraft. However, beverages may not be
carried through the security checkpoint.
The TSA said in their briefing that the modifications came about after much analysis and
testing of explosives to better understand the threat of these products. These changes
will balance security and human needs. The TSA is also enhancing security measures
throughout the airport environment to support this modification of carry-on items.

These changes modify the rulings set on 8/10/06 and 8/14/06 when all liquids and gels were
banned. Most of those rules still apply, for example all passengers must still remove their
shoes before walking through the metal detector, and send shoes through the X-ray machine
with other belongings.
